AGENCIES AND UNITS UNDER THE MINISTRY
1. Zamfara State Universal Basic Education Board (ZSUBEB)
The State Universal Basic Education Board (SUBEB) is a government agency established in each Nigerian state to oversee the implementation of the Universal Basic Education (UBE) program at the state level. It works under the guidance of the Universal Basic Education Commission (UBEC) at the federal level.
Key Functions:
- Implementation of Basic Education Policies
- Implement the UBE program in line with national guidelines.
- Ensure that all children of school age receive free and compulsory basic education (Primary 1 to JSS 3).
- School Infrastructure Development
- Oversee the construction, renovation, and maintenance of basic education facilities (classrooms, toilets, libraries, etc.).
- Ensure equitable distribution of infrastructure across rural and urban areas.
- Recruitment and Management of Teachers
- Recruit, deploy, and manage qualified teachers for public basic education schools.
- Monitor teacher attendance, performance, and ensure fair postings.
- Provision of Teaching and Learning Materials
- Procure and distribute textbooks, instructional materials, and equipment to public schools.

2. Zamfara State Teachers’ Service Board (TSB).
FUNCTIONS.
- Recruitment and Appointment of Teachers
- Advertise, interview, and appoint qualified teachers into public secondary schools.
- Ensure recruitment is based on merit and educational needs of the state.
- Deployment and Posting of Teachers
- Deploy newly recruited teachers to schools across the state.
- Manage transfers and ensure equitable distribution of teachers.
- Promotion and Career Advancement
- Coordinate the promotion process for eligible teachers and education officers.
- Maintain records of service and ensure career progression based on performance and qualifications.
- Discipline and Code of Conduct Enforcement
- Handle disciplinary matters involving teachers and recommend appropriate sanctions.
- Enforce professional ethics and maintain decorum in the teaching profession.
- Training and Capacity Building
- Organize regular in-service training, workshops, and professional development programmes.
- Support teachers to attend seminars and gain additional qualifications.
- Welfare and Motivation of Teachers
- Implement welfare policies such as leave, housing, health, and pensions.
- Recognize and reward outstanding teachers to boost morale and retention.
- Retirement and Pension Processing
- Process retirement benefits for teachers and education officers.
3. Senior Secondary Education Board (SSEB).
FUNCTIONS.
- Management of senior secondary school in the state.
- Setting up an effective functional supervisory unit.
- Implementation of senior secondary education policy guidelines as issued by NSSEEC from time to time.
- Receipt of the state share of the national funds and the disbursement of the allocated funds according to the approved guidelines to the various categories of puplic senior secondary operating in the state.
- Setting of an effective functional supervisory unit for the monitoring of standard of senior secondary schools education in the state. Etc.
- Arabic and Islamic Education Board (AIEB)
Key Functions of Arabic and Islamic Education Board:
- Curriculum Development and Implementation
- Design, review, and update curricula for Arabic and Islamic studies in schools (both formal and non-formal).
- Ensure alignment with national education policies and Islamic principles.
- Teacher Training and Certification
- Organize training, workshops, and refresher courses for Arabic and Islamic studies teachers.
- Certify qualified teachers and promote continuous professional development.
- Supervision and Quality Assurance
- Monitor and evaluate the quality of teaching and learning in Qur’anic, Islamiyyah, and Arabic schools.
- Set academic standards and ensure compliance across institutions.
- Registration and Regulation of Schools
- Register Qur’anic, Islamiyyah, and Arabic schools across the state or country.
- Regulate their operations to ensure proper management and discipline.
- Integration with Formal Education
- Facilitate the integration of Islamic and Western education systems (especially in Tsangaya and Islamiyyah schools).
- Promote literacy, numeracy, and life skills alongside religious instruction.
- Production and Distribution of Learning Materials
5. Zamfara State Mass Education Board (MEB)
FUNCTIONS.
- organize and carry out literacy programmes which shall include reading, writing, innumeracy, moral and civic education for adult in the state.
- To organize and carryout rural and continuing education and vocational programmes which may lead to the acquisition of skills and certificates where appropriate, more especially to drop out from formal school system.
- To promote or undertake any other activity related to functional literacy in health, education and that of agriculture which in the opinion of the board is calculated to to help achieve the objective of the board.
- To register, regulate, supervise and implement all mass education program provided by other bodies such as ngo”s (private organizations) and individuals. etc
- To prepare and implement annual budget which may include capital projects, overhead cost and personnel cost etc

FUNCTIONS:

EQAAs establish and maintain reference points for educational standards, ensuring consistency and quality across all schools below tertiary level comply with relevant regulations and guidelines.
They implement quality assurance policies and procedures and ensure that all schools below tertiary level comply with relevant regulations and guidelines.
- Monitoring and Evaluation:
EQAAs conduct regular evaluations of educational institutions, programs, and practices.
These evaluations can involve:
- whole-school evaluations,
- follow-through evaluations, and
- special evaluations, according to the Education Quality Assurance Service.
They may also utilize peer review processes and on-site visits to assess various aspects of the institution.
- Providing Feedback and Support:
EQAAs provide feedback and recommendations to institutions based on their evaluations.
They may also offer guidance and support to help institutions improve their practices and address any identified weaknesses.
EQAAs can facilitate the sharing of best practices and promote innovation in education.
- Promoting Continuous Improvement:
By monitoring performance and providing feedback, EQAAs encourage institutions to continuously improve their educational offerings.
They promote a culture of quality assurance and continuous enhancement within the education system.
